ManyCam is used to edit your webcam with effects, as listed below.

You can change the color of your webcam, invert the picture, make it black & white, add a Ragtime Warefare look, show your desktop, have a static picture up, play a video, and much much more.

I've seen these sort of effects time and time and again usually they're the mark of an amateur.
